KICCE and Samsung Welfare Foundation Sign MOU to Establish a Central Platform for Early Childhood Development Support Ecosystem


The Korea Institute of Child Care and Education (KICCE) signed a Memorandum of Understanding (MOU) with the Samsung Welfare Foundation on Wednesday, May 7, 2025, to establish a platform supporting early childhood development. This agreement aims to build a cooperative framework for jointly developing and operating a one-stop digital platform that can promptly identify young children with developmental delays or socio-emotional issues and provide tailored support.


The signing ceremony was held at the KICCE main conference room in Jung-gu, Seoul, with attendees including KICCE President Ock Kyeung Hwang and Samsung Welfare Foundation Executive Vice President Moon Hyung Ryu, among other representatives. The platform is scheduled to launch in December 2025 and will incorporate the KICCE-developed K-SIED (Korean Screening Index for Early Development), allowing teachers and parents to easily assess children’s developmental status and access customized support. In addition, an expert advisory group will be formed to strengthen field-centered operations and the provision of useful information.
